Here’s a question from a Road Warrior reader:

I received a traffic citation for driving 65 in a construction zone on 9/20/11 near Rohnert Park Expressway. As I recall there were not any posted signs, only traffic cones on the shoulder of the road. I did not see any equipment or personnel in the area at 11:40 p.m. when I was cited. Are you aware of any construction in that area? Was this ticket justified? Mark

The answer comes from CHP Officer Jon Sloat, the spokesman for the local office:

It is justified. Because the construction companies have varied schedules, we have to assume that there is always activity in the construction zone. Therefore, when the
construction started, Caltrans did a survey of the area and legally lowered it to 55 from 65. The construction zone goes from the Santa Rosa Avenue overcrossing to the Corona Road overcrossing. Since you can’t change the speed limit for fractions of a mile only when there are workers present, it is safer to reduce the speed for the entire area.
