What is the history of HOV lanes? Where is the law that says any highway expansion has to be HOV lanes? I think they’re a social engineering experiment that has failed.
The only chance I ever have to use them is when I have my kid with me. Hint; he is not a licensed driver, a 2nd car was not kept of the road.
