Caltrans on Monday halted all routine highway maintenance statewide after a Caltrans worker was struck and killed while picking up litter along a San Diego freeway.

Richard Gonzalez, 52, of San Ysidro was the third Caltrans worker killed on the job in 48 days — the most ever in such a short time span, Caltrans said.

During the day, Caltrans reviewed field safety practices with workers. The halt in routine and regularly scheduled highway maintenance did not affect roadwork being done by contractors, Caltrans spokesman Phil Frisbie Jr. said. Maintenance work is to resume Tuesday.

Gonzalez was struck by a car as he worked along the northbound Interstate 15 connector to eastbound Highway 94 in San Diego. The other two deaths also occurred in Caltrans’ San Diego district: Landscape worker Stephen Palmer Sr. was killed May 4 in National City and worker Jaime Obeso was killed June 7 in El Centro.

Gov. Jerry Brown ordered that flags be flown at half-staff over the Capitol in Gonzalez’s memory.
